Arrivé à Paris à24 ans, ambitieux et sans fortune —il aurait servi de modèle àBalzacpour le personnage deRastignac—, journalisteanticléricaletpatriotede lopposition libérale, auteur à succès duneHistoire de la Révolution française, il est un exemple de lévolution des classes dirigeantes françaises à la recherche dun nouvel ordre institutionnel stable après leffondrement de lamonarchie absolueen1789, par son rôle majeur dans la mise en place des régimes politiques successifs ayant suivi léchec de laRestaurationen 1830.
Il contribue auxTrois Glorieuseset joue un rôle décisif dans la mise en place de lamonarchie de Juillet. Élu à lAcadémie française, marié et devenu riche, il est député, plusieurs fois ministre et deux foisprésident du Conseil. Partisan dunemonarchie constitutionnelledans laquelle «le roi règne, mais ne gouverne pas», il séloigne du roiLouis-PhilippeIerau nom de lesprit «national» sur la politique étrangère (crise de 1840) et devient ladversaire deGuizotau nom des libertés parlementaires.
Après larévolution de 1848, il se rallie à laRépubliqueet devient l'une des figures duparti de lOrdre. Opposé aucoup d'État du 2 décembre 1851du futurNapoléonIII, dont il avait appuyé la candidature à la présidence de la République en 1848, il ne se rallie pas au Second Empire et commence une longue traversée du désert. Il écrit la suite de saRévolution, lHistoire du Consulat et de lEmpireen vingt volumes, qui sont de nouveau un succès de librairie. Élu en 1863 à Paris, il devient un des principaux orateurs de lopposition libérale et soppose à laguerre franco-allemande de 1870.
En, après la chute duSecond Empireconsécutive à ladéfaite de Sedanpendant laguerre contre la Prusseet léchec duGouvernement provisoire de la Défense nationale, il devient «chef du pouvoir exécutif de la République française», c'est-à-dire à la fois chef de l'État et du gouvernement,Jules Dufaureétantvice-président du Conseil. Il négocie letraité de paixavecBismarcket réprime dans le sang linsurrection de laCommune de Paris.
Il est considéré par toutes les gauches révolutionnaires comme un artisan du massacre des communards. Pendant laSemaine sanglante, il aurait donné lordre dexterminer entre 15 000 à 20 000 communards en une semaine. Les chiffres varient selon les historiens1.
En, par laloi Rivet, il devientprésident de la République française. Il organise notamment lemprunt nationalqui permet lévacuation anticipée du territoire par les troupes doccupation. En, il est salué par lAssemblée nationale comme«le libérateur du territoire».
Son ralliement à une «République conservatrice» provoque ensa mise en minorité par les monarchistes, majoritaires à lAssemblée nationale, et entraîne sa démission de la présidence de la République. Mais il a ouvert la voie à un rapprochement de la droite orléaniste libérale et desrépublicains modérésdirigés parLéon Gambetta, alliance qui, par la voie de l«opportunisme», va fonder laTroisième République.

LePavillon Henri IVse trouve au bout de la rue Thiers, à lextrémité sud de lagrande terrasse, dominant la vallée de laSeinevers lest. Il est partiellement classémonument historiquepar arrêtés des 12 mai 1925 et 13 octobre 19881,2.
Histoire
Laile du Château-Neuf
La construction qui abrite cet établissement comprend une partie historique, le pavillon de loratoire du roi, lun des vestiges subsistant de lancienChâteau-Neuf de Saint-Germain-en-Laye. Ce château, qui fut résidence royale sousHenri IV,Louis XIIIetLouis XIV, jusquen 1660, date à laquelle la famille royale sest réinstallée dans leChâteau-Vieux, avant de partir pour Versailles en 1682. Le roi Louis XIV y est né le 5 septembre 1638. Il avait été donné en 1777 par le roiLouis XVIà son frère, le Comte dArtois, futurCharles X. Ce dernier entreprit de détruire ce monument alors délabré en vue de le reconstruire, mais laRévolutionmit fin prématurément à ce projet. Ce qui en restait fut alors vendu commebien national.
Le restaurant
En 1825, un entrepreneur du nom de Barthélémy Planté lacheta avant de le restaurer et de lagrandir, puis le céda à laCompagnie des chemins de fer de lOuest3. Le bâtiment fut ensuite loué dans un premier temps à Jean-Louis-François Collinet,chef cuisinier, qui le transforma en restaurant, puis à partir de 1865 loué à Barbotte Père et fils4.
Ce restaurant acquit rapidement une certaine célébrité grâce à ce chef à qui on doit la création despommes souffléeset de lasauce béarnaise. Les pommes soufflées ont été inventées de manière fortuite le 24 août 1837, premier jour de circulation du train entre lagare Saint-Lazareet le débarcadère duPecq, implanté juste à côté du pont sur la rive droite de la Seine. Une réception était organisée dans ce restaurant pour la reineMarie-Améliequi se trouvait à bord du train. Le retard du train obligea le chef à réchauffer ses frites en les replongeant dans lhuile, ce qui donna les «pommes soufflées5».

Pendant laSeconde Guerre mondiale, la ville de Saint-Germain-en-Laye est occupée du 14 juin 1940 au 26 août 1944. Le grand quartier général de larmée allemande pour lazone occupée, lOberbefehlshaber West, était installé dans lePavillon Henri IV, jusquà ce quil soit touché par une bombe de laRoyal Air Forcele; il est alors transféré villa David.

Hôtes illustres
Dans les années 1840,Alexandre Dumasrésida à lhôtel et cest là quil écrivit certaines de ses œuvres parmi les plus connues, tellesLes Trois MousquetairesetLe Comte de Monte-Cristo.
Jacques Offenbachpassera la fin du mois de mai 18776, le printemps 1879 et lété 1880 auPavillon Henri IV. Il y composera des pages de ses dernières œuvres:Les Contes dHoffmannetBelle Lurette7.
Adolphe Thiers, premier président de laIIIeRépublique, qui venait sy reposer, y est décédé le 3 septembre 1877.
Du1erau 16 novembre 1955, sur le chemin de son retour dexil de Madagascar, le monarque marocainMohammed Va occupé tout lhôtel avec sa famille et sa suite. Une plaque commémorative de son séjour a été inaugurée le 24 juillet 1982, dans le cadre du jumelage entre Saint-Germain-en-Laye etTémara8.

Arriving in Paris at theage of 24, ambitious and without fortune - he is said to have served as a model forBalzacfor the character ofRastignac -,anticlericaljournalistandpatriotof theliberal opposition, successful author of aHistory of the French Revolution, he is an example of the evolution of the French ruling classes in search of a new stable institutional order after the collapse of theabsolute monarchyin1789, through his major role in the establishment of the successive political regimes following the failure of theRestorationin 1830.
He contributed to theThree Glorious Daysand played a decisive role in the establishment of theJuly Monarchy. Elected to theAcadémie française, married and became rich, he was a deputy, several times minister and twicepresident of the Council. A supporter of aconstitutional monarchyin which "the king reigns, but does not govern", he distanced himself from KingLouis-PhilippeIinthe name of the "national" spirit on foreign policy (crisis of 1840) and becameGuizots opponent in the name of parliamentary freedoms.
After therevolution of 1848, he rallied to theRepublicand became one of the figures of theParty of Order. Opposed to thecoup détat of December 2, 1851of the futureNapoleonIII, whose candidacy for the presidency of the Republic he had supported in 1848, he did not rally to the Second Empire and began a long crossing of the desert. He wrote the sequel to hisRevolution, theHistory of the Consulate and the Empirein twenty volumes, which were again a bestseller. Elected in 1863 in Paris, he became one of the main speakers of the liberal opposition and opposed theFranco-German War of 1870.
In, after the fall of theSecond Empirefollowing thedefeat at Sedanduring thewar against Prussiaand the failure of theProvisional Government of National Defense, he became "head of the executive power of the French Republic", that is to say both head of state and government,Jules Dufaurebeingvice-president of the Council. He negotiated thepeace treatywithBismarckand bloodily suppressed the insurrection of theParis Commune.
He is considered by all revolutionary lefts as an architect of the massacre of the Communards. During theBloody Week, he is said to have given the order to exterminate between 15,000 and 20,000 Communards in one week. The figures vary according to historians1.
In, by theRivet law, he becamePresident of the French Republic. In particular, he organized thenational loanwhich allowed the early evacuation of the territory by the occupying troops. In, he was hailed by the National Assembly as“the liberator of the territory”.
His rallying to a "conservative Republic" provokes inhis being put in a minority by the monarchists, who were in the majority in theNational Assembly, and led to his resignation from the presidency of the Republic. But he opened the way to a rapprochement between the liberal Orleanist right and themoderate republicansled byLéon Gambetta, an alliance which, through "opportunism", would found theThird Republic.

The building that houses this establishment includes a historical part, the pavilion of the collections kings oratory, one of the remaining vestiges of the oldChâteau-Neuf of Saint-Germain-en-Laye. This castle, which was a royal residence underHenri IV,Louis XIIIandLouis XIV, until 1660, when the royal family moved back to theChâteau-Vieux, before leaving for Versailles in 1682. King Louis XIV was born there on September 5, 1638. It had been given in 1777 by KingLouis XVIto his brother, the Count of Artois, the futureCharles X.The latter undertook to destroy this then dilapidated monument with a view to rebuilding it, but theRevolutionput an end to this project prematurely. What remained of it was then sold asnational property.
The restaurant

In 1825, an entrepreneur named Barthélémy Planté bought it before restoring and enlarging it, then selling it to theCompagnie des chemins de fer de lOuest3. The building was then initially rented to Jean-Louis-François Collinet,a chef, who transformed it into a restaurant, then from 1865 rented to Barbotte Père et fils4.
This restaurant quickly acquired a certain celebrity thanks to this chef who is credited with the creation ofpommes souffléesandbéarnaise sauce. Pommes soufflées were invented by chance on August 24, 1837, the first day of train service between theGare Saint-Lazareand thePecqlanding stage , located right next to the bridge on the right bank of the Seine. A reception was being held in this restaurant for QueenMarie-Améliewho was on board the train. The trains delay forced the chef to reheat his fries by dipping them back in oil, which gave rise to "pommes soufflées5".

DuringWorld War II, the town of Saint-Germain-en-Laye was occupied from 14 June 1940 to 26 August 1944. The German armys main headquarters for theoccupied zone, theOberbefehlshaber West, was housed in thePavillon Henri IV, until it was hit by aRoyal Air Forcebomb on; he was then transferred to Villa David.

From1 to 16November1955, on his way back from exile in Madagascar, the Moroccan monarchMohammed Voccupied the entire hotel with his family and retinue. A commemorative plaque of his stay was inaugurated on 24 July 1982, as part of the twinning between Saint-Germain-en-Laye andTémara8.
